The lead is only dangerous if you eat it or breathe in the dust while sanding. If you get a good mask (i.e., not a paper/cloth one), and wash your hands afterwards, then it shouldn't be a problem.
If this is old peeling/chipping, then it shouldn't be a big deal, but if this is something recent, then you might have a moisture problem. For example, we have a problem during the summer since we live in a humid climate and have no insulation in the walls. The AC creates condensation on the inside of the walls, which is then pulled in due to the dryer air in the house. This causes seasonal bubbling of the old paint, and it's just something we deal with living in an old house.
