In Ontario, when you are in the merge lane, you must yield the right of way to the outside lane, in other words, you shouldn't barge (a great sailing term, from making turns at the mark), but should ease yourself up to traffic speed and then move over.
In the situation you describe, which happens often here on the busiest highway in North America, there is no point to pissing people off. I don't zoom up to the front, I generally move along the stopped traffic, at reduced speed, to the end of the merge lane, and wait for an opportunity to join.
When I worked with Dupont Canada, I went down to the HQ in Wilmington Delaware a few times, and was surprised to see ALTERNATE signs on the roads, at intersections. I kept thinking it was the noun, all-ter-natt, but it was really the verb, all-ter-nayt, which made the order to drivers to alternate during rush hour. Worked perfectly, just like single files merging on the way home, to everyone's benefit. As etiquette in practise, it was wonderful.
As for your stopping at the front end of the lane, if you ever got rear-ended by someone after you stopped, I don't think you would have a case, because you stopped in a manner that violated the expectations of the other driver.
