I took one in 2002. I would recommend downstream (it was faster at the time, though maybe not so much anymore with the dam). The scenery will certainly be different as the water level rises. We took Victoria Cruises - Western managed, pretty nice. As another poster mentioned, there are very low-level cruise options out there, which may or may not be what you are looking for (mainly Chinese, probably smaller rooms, etc). Victoria's passengers were all Western (half European, half American on our trip). One highlight in my memory is Fengdu, the city of the dead. You got there via chairlift (chairlift to hell), and led to the phrase, 'when in Fengdu, do as the Fengdu do' (you probably had to be there, it was hilarious at the time). The side trip up the lesser gorges is also impressive with vestiges of ancient walkways on cliff walls and coffins suspended high above the river.
