Hey Schu,
We generally did the overseeding in the spring at the same time as aerating, but new lawn installations were always pushed closer to the fall. For a highly acidic soil, especially with a high clay content, your best bet is to get a few loads of topsoil - keep an eye on new housing developments in your area, they always skim the topsoil off the land and sell it for pennies. I've had success with just adding a bit of sand to heavy-clay soil, but you still have to lime/fertilize the crap out of it, so for a larger area you may want to just go with a new layer of topsoil. This also gives you an opportunity to even out the area and make it nice and level - even though raking is a pain, when you take your time the results are great.
We mulched 80% of the time, but this was with big triple-blade Scag commercial machines that do a good job even with the thicker stuff, double cutting (cutting again at an almost perpendicular angle to your original cut, makes it look nice too!) most of the time. Every so often a customer would request bagging or there would be just too much length to leave it, but I would mulch as often as you can. Landscaping is a lot of work, but its incredibly rewarding when you're all done. Good luck!
