There can be privacy issues involved in disclosing service and warranty information, even to someone who claims to be the owner. It's like me in my role as finance manager selling motorcycles in regards to your credit bureau. I'm entitled to make judgements from the credit report I see, but I'm not allowed to show it to you, technically/legally speaking. It's up to the credit bureau folks to sell you the consumer sanitzed version. There is a scenario where releasing warranty and service info on a vehicle could cause liability issues for a diminished value.
But having said all that many dealers are informal about looking at the history of particular vehicles and then there's clever people like Ted Yurkon who know how to phrase things to get the answers they want regardless of policies.
