Haven't heard that specific but a Volvo dealer here in town used to have a strange repair matrix in that they charged a lower hourly rate of short jobs and a higher rate on jobs that took a long time.
So a one hour job was charged at about $70.00/hour and a 10 hour job was charged at $90.00/hour.
It might make sense to have a different hourly rate in that some jobs takes more special tools which has to be purchased and depreciated over the lifespan of that tool, which sometimes can be a very short time all depending on how many cars were sold that needed that tool.
I also can see if diagnostic time would be a much higher rate than repair rate since diagnosing a running/emission problem has become an art in using, reading and interpreting scan tools and labscope signals.
Changing a brake pad and rotor will not differ that much through several years and models, but understanding the logistics behind warning lights and fault codes being generated can sometimes break the best mechanics bank.
And paying for the never ending scan tool software updates that are obsolete the next year can be tough and that needs to be recuperated by the hourly charge.
