To remove the wiper arms, remove the nut, then lift the wiper away from the windshield, as you would do when cleaning the windshield. This releases the tension on the shaft from the wiper arm. A little wiggle and they'll come off easily. If you don't lift the wiper, you'll struggle and struggle.
I primed with rust-oleum primer, then sprayed with about 5 coats of rust-oleum semi-gloss black. I thought it looked too glossy at first, but on the car, it looks fine. You'll need to bake the finish a bit to get it to harden, otherwise you'll have flaking of the paint where the nut screws on. Wait at least a day to bake, after spraying.
