The % of alcohol equal freeze point in Celsius.... So a windshield fluid with 40% alcohol has a freeze point of -40C,
a windshield fluid with 10% alcohol has a freeze point of -10C, etc.
So a quart of 99% pure isopropyl alcohol (NOT 70% rubbing alcohol that may also contain mineral oil as a lubricant) added to 3 qts of water would yield a freeze point of approx. -25C or 15F.
It is typically less expensive to buy the already prepared widshield fluid than to buy the alcohol.
