The purpose of releasing the clutch in neutral is to match the speed of the transmission input shaft gears with that of the output shaft gears when you bip the throttle. When the clutch is in, the engine is disconnected from the gearbox, so this obviously cannot happen. Yes, the synchros do this for you, but if you do it right you'll get a much smoother, fast downshift with less wear on the gearbox. Yes, this is more important in a racing situation where shift speed counts and you don't want to upset the balance of the car going into a corner with a harsh shift, and it's more prominent at high RPM as the speed differential in the transmission will be greater. Don't worry about it too much for street driving, but do give it a shot, it's pretty satisfying when you match the RPMs just right and the shift is super smooth.
