I suspect you are getting hosed.
At 64K miles you shouldn't be needing all this stuff. Are you positive the mileage is accurate? Shocks and struts? Maybe at 100+K miles, not yet. Why did you replace the cat? I still have the originals on my '95 and '96 9000s (at 150+ miles) and the one on my '84 Saab went 15 years.
You very well could need a new idler pulley, along with the serp belt, but that's normal maintenance. An alternator at 64K is not. Maybe it just needs a voltage regulator. Or nothing at all. A battery is not unreasonable, but a good one from Interstate will run about $90.
A shimmy can be an alignment or a bent rim, or a bad tire. Swap the front and back tires and see what happens.
And while Andrews is supposedly a good dealer, take the car to an indy Saab guy (see the Mechanics listing here for one in your area). Your car is way past the age where it needs to see a dealer.
