What I did four years ago...... I sold a Saab 9000 to a guy from Albany. He drove down to NJ with his wife and child.
Based upon phone conversations we had he was sure that he woud buy the car so he came with cash and the deal was done.
To avoid a couple of round trips between Albany and central NJ, and get him home with the car and without the money I did the following.
1. Accepted a xerox copy of his driver's liense which I verfied vesus his actual license.
2. Accepted his full cash payment.
3. Signed over the title and handed it to him.
4. He and I both signed a one page sales agreement.
5. I reviewed his temporary insurance papers and confirmed the VIN thereon.
6. I left the plates on the car and gave him my registration.
7. I told him that if the plates and registration didn't show up in a few days that they would be reported missing.
8. I left my insurance in force until the day after I got the plates back (they showed up via DHL 2 days later).
Yes, there was some risk in the approach I took. However, I had his cash and the best outcome for him was to get home with his new car.
We spoke a week later; he had retitled the car and was very happy. Subsequently, I found him a recommended indy in the Albany area.
In another instance 25 years ago, I sold a car to a guy. He paid cash and I drove the car to his house; he then drove me home (I removed the plates).
ALTERNATIVE: Have the owner drive the car to you; then, drive him home in a car that has current plates.
YOUR EXPOSURE: If you drive the car through a couple of states with invalid plates the biggest risk is that the car will be impounded until you get plates and insurance. The car will be towed to the impound yard....yes, you will pay for this service and you will not be given a lift home. This experience sucks hugely. It sucks even more if you get picked up in a DUI checkpoint....especially if you like to drink.
