Companies take customers for granted. I suspect the main reason Town Fair had your wheels fixed is because they figured they'd lose if you took them to court with all your pictures, and would wind up paying (possibly treble) damages. So they did the "right thing" to avoid having a judgment go against them. This attitude, as evidenced by the kid BMillar talked with is what's known as contempt for the customer.
That attitude is totally different from one where a business immediately admits wrong doing and makes it right with you. (Yes, your wheels are damaged, we did it, and we'll fix them for you.) This approach is one that is imbued through the organization and makes all employees treat customers appropriately and correctly.
Companies have insurance for this kind of stuff, so it's really no biggie. If I was running the company I'd repair the wheels and give the customer a set of wheels to run their snows on or compensate them for their trouble in some other way. Would it cost money? Yep. Would the customer come back? Very likely.
Will B Millar go back to Town Fair. Probably not in this lifetime.
