In his/her discretion the Commissioner may issue a temporary

registration certificate to a person required to obtain a certificate of title in accordance with chapter 21 of this title upon payment of the registration fee provided in subchapter 2 of this chapter. The temporary registration certificate and the number plate shall be valid for sixty days and shall not be renewed. Prior to the expiration of the temporary registration a permanent registration certificate and a set of number plates shall be issued provided that all documents and information required by law are filed with the Commissioner.

When you appear at the Department of Motor Vehicles to have a registration processed, you may end up with a 60-day temporary registration instead of the permanent registration if the following situation occurs:
2. If the VIN (vehicle identification number) number has not been verified and the vehicle is not present at our office to have the VIN number verified by one of our representatives.

So, I would go to the Vermont DMV and say "I want to register this car but it's not here, it's in Georgia. According to section 2 of your website, if you can't verify the VIN, you may issue a temporary one..."
