A different viewpoint. I am a lawyer not an engineer. But I think you should strongly look at the school's endowment (net worth essentially). My father got his PhD in biochemistry from UM 50 years ago. It is a great school and my wife's uncle was provost there for many years.
But state schools, even the best, (Michigan and Virginia are usually ranked the best two in the country overall) are really suffering financially, even more so than the privates.
To get a PhD he is going to be there four or five years. The way the state of Michigan is hurting right now, I see many potential cuts in funding.
Yale has the second highest endowment (last time I checked) behind Harvard. It probably has the money to weather a severe downturn in the economy without making drastic funding cuts.
So before he makes his choice, you just might consider the endowments of the schools.
