This is a more of a problem with non performance tires that are rated for long mileage. They last a long time and the rubber age hardens. These tires are were never high traction tires. When they age they can become dangerous in the rain with almost zero traction. Age hardened tires also can become harsh. This is more of a problem where summers are longer and hotter.
With ABS, your stopping distance is determine by the tire, not the brakes if they are working properly. Age hardened tires are a risk to drive compared to fresher rubber. High performance tires are best for emergency braking and accident avoidance maneuvers. You do not need to drive aggressively to benefit from better traction.
When you see new autos tested for stopping distance, the result is more a function of the what tires are fitted to the vehicle than the design of the suspenstion and brakes.
