My brother had a 1970 Cutlass Supreme with the 350 4-bbl, not sure about the horsepower but the car was certainly fast! My recollection is that 1970 was the last year for the higher-compression engines, they detuned them to meet smog requirements after that.
If they only made 600 W31s, then it is certainly rare. However, you have to ensure that it is really a W31 and not a Cutlass S with a hood, decals and paint applied (I seem to remeber that the inner front fenders were red?). Do they have a build sheet? Do the numbers match? Is the car original, unmolested and unrusted? I think that you know that there are a lot of variables that go into the pricing of a muscle car, or any collectable for that matter.
