I race bike and unless someone was paying for my bike I would spend the kind of money that today's bike command.
I suggest you find a good bike shop in your area and check out completely built new bike in the $1200 to $2000 range. Many of those bike are excellent in terms of setup and components for the average cyclist. You will get integrated shifter, the new integrate headset design, new wheels that with radial front and, likely, 10 speed cranks, shifters, deraileurs, and cluster. Quite frankly, for most amateur racing cycling, these pre-built bikes are just fine.
I personally ride a new Cannondale and would recommend you buying one of the newer models, if it falls within you price range.
But in today's world, there are many good bike makers. I would hesitate trying something a little less know.
I agree with others that upgrading parts on the old Cannondale isn't worthwhile. Believe me, todays bike are much better than that of 20 years ago.
