just have a good metal body person pop out the dents, and then use the chain in the tank method to deal with the rust. Then a sealer. Won't undoing/changing the brazing lessen the originality and value of the piece? I know a lot of car gas tanks have used my suggestion, and with the right sealer, they last forever. Taking the tank apart to deal with the rust seems like overkill.
