Replaced the front pads and rotors on my '01 9-3 this past weekend. The car has spent its 118k miles in New England and Pennsylvania, so my rotors were rusted on there pretty solidly as well. Even after a soak in PB Blaster and many mallet/hammer blows, nothing had budged a bit. I don't have a sledgehammer, nor do I have a set of hearing protectors!
What I ended up doing, after a bit of research here, was to reinstall the two 18mm bolts that hold the caliper bracket in place - but without the bracket. Keep on turning them until they bottom out against the inside edge of the rotor, then crank them alternately until you hear a loud CRACK! You'll probably need to back them off, turn the rotor a ways, and repeat a couple more times until it comes off freely. I found no damage to the ends of the bolts, but you could use some kind of spacer or shim to protect them.
The other technique suggested by some people here is to have both front wheels off, reinstall the calipers and pads, then put the car in gear and stand on the brakes while giving it gas! This sounded fun but also a bit scary/abusive at the same time, so I'd try the bolt method first.
I was glad I had bought some wire brushes for my drill so I could clean the hubs off. Needless to say, they received a thin coating of anti-seize before reassembly!
