It does come down to what one expects from a car. My non-enthusiast friends don't spend much money on their cars because they have only basic expectations. An old Camry or whatever with original shocks at 100K miles is fine with them. Tires that last 80K miles are ideal. They think I'm nuts to have put a new suspension on my '96 9K last year, but don't appreciate that the car doesn't feel like it's 13 years old and has 162K miles on it. But if you look at cars as appliances or mere transport then such differences don't matter.
But then you have core stuff like electrical systems. The woman who cuts my hair was complaining the other day about her Passat and how it's expensive to fix and the electrics are terrible. IMHO, electrical/electronics theory is pretty well established and every car company should be able to get this stuff to work. But it continues to be a problem. No excuse for this from any car maker, in my estimation. If something can't be made to work reliably it shouldn't be on the car, regardless of price point.
Me, I'm willing to spend more to maintain a car that performs the way I like, but at the same time, I'm a cheapskate and buy only used cars, and run them 'til they die.
Cheap to keep is nice, but I still like a car that's fun to drive. Each to his own.
