... and incandescent bulbs leach lead (D008 waste code) from the solder and are also considered a possible hazardous waste under RCRA. That is why spent bulbs of any type (and batteries and e-waste) are given an exemption under "universal waste" rules if they handled in a specified fashion. Oil is not hazardous waste unless it tests > 1000 ppm halogens (and then there is the rebutable presumption). Oil should be recycled because it can, obviously, contaminate ground water and besides it is a resource even after it has become "used oil" (under RCRA we speak of used oil - not "waste oil").
Oh, and before you wonder why you can toss all this stuff in your trash in the first place (with the MEK or Toluene-sodden rags) is that household wastes are generally exempt from RCRA regulation.
If you are interested more light reading can be found under 40 CFR 260 and the the following parts. Please don't expect consistency or a lot of logic - too many deep-pocketed lobbies managed to get special exemptions for their industries written into the law.
