Doing both is ideal.
I have a US global phone from Verizon, and have bought Euro SIM cards for it. Great for local calls in whatever country. Many allow free incoming calls. You can get a nice phone and a SIM from Telestial.com.
Then connect across the pond with Skype, but with the phone she'll have a number you can reach her at at any time, and you can call that to make sure she's around and do a Skype call.
In Europe pay as you go hot spots are everywhere and you can also buy X-minutes access from one of the providers that can automatically recharge. Or not. Then you can use the same access plan in multiple locations. Or buy time in a hot spot that is good for a given period. You don't have to use it all at once or in a day like you do in the States.
I once spent a week in Munich in a hotel that had terrible WiFi because of construction. I went across the street to the train station, bought 24 hours of access and used it up over 7 days. All for about 12 euros. Fast connection, too!
