I don't know if you need to remove the wheel to replace the bumper and/or fender. But if so, it would seem a more likely failure on the part of the service department would be to have over tightened the studs, resulting in a stress crack that might fail once the car is back on the road. if they were left loose your friend should have heard a rattling/knocking sound as he drove down the road, which might have gone away temporarily when pressing on the brake. Someone in the know on metal fractures should be able to tell how they failed by looking at the broken surface.
