The front axle does most of the stopping, especially on a front wheel drive car. So I suspect better tires in the front would be prefered. Although worn tires in the back could lead to fish tail or a spin out while cornering or braking. So I guess if you insist on having worn tires on one axle, and good tires on the other, you could have some influence on how you will potentially crash your car!
