is next week, but on the note from the Director (comes with the census form), dated March 1, he says "Please complete and mail back the enclosed census form today". So, clearly asking for your prediction. What if you had a family member or good friend in prison, and they were expecting to get out on the 28th march, but then they don't, for whatever reason? If they were counted at the residence by the family/friend, they would then be counted again at the prison (do they do their count on the 1st?). Why not just ask how many were there on a current date? Am i missing something?
