Both are bad..... The PA Turnpike is a horrible road. Narrow lanes, heavy traffic, expensive tolls. The one good part is that at least you will find Oasis Stations for food and fuel. Not many such stations and not much food selection, but they do exist.
I-80 is a better road but is extremely desolate. Fuel stops are tough to find, places close to the Hwy that sell food are even more rare.
Weather should not be a concern since this is a summer trip, so I would base my decision on which expressway is scheduled to receive the least amount of construction. The PA-DOT is famous for barricading 30 miles of one lane for summer construction eventhough they are rebuilding only a single lane-mile at any one time.
PA does employ high-speed toll lanes on the turnpike which helps shorten travel times. Ohio just implemented E-Z Pass in October of 2009 and are offering 33% toll discounts to transponder users to encourage adoption of these devices.
