Are you moving to the USA? You can do this. You may need to have the instrument cluster replaced as the Canadian units only show km/hr on the speedo. Some state inspectors will catch that. Certainly that would otherwise cause a problem if you sell the vehicle or trade it in later.
The emission regulations are harmonized, so you will not need a letter from GM Canada that documents conformity. That is not the case for old models. I don't know the exact model years where the transition took place.
If you bring over a vehicle as you move, it is a criminal act to sell the vehicle within one year. The vehicle is then deemed to have been smuggled into the USA, as you did not pay any taxes on the vehicle.
When you register the vehicle in the USA, some States will reject the vehicle as an invalid VIN as the Canadian VIN has incorrect coding for a USA VIN. You may need to sign affidavits etc, supply copies of import docs and perhaps inspection reports that all document the VIN. Even then, people may not know how to override the system.
If moving from Canada to the USA, talk to your insurance agent. In my case I was able to come across the border with my history with State Farm since 1969 and all of my discounts for safe driving etc.
