There's a guy here at TSN who works (or, better say, used to work + plural) at some shop. Ask'im about the way they use torque wrenches and whether they do care about their calibration. I'm sure 99% of all shops all over the world do not care and don't give a ... if their toque wrenches are within the specs even if they're using them.
I'd go with DIY calibration. It shouldn't be a big deal if you know basic rules of force, mass and arm of force. You may only need a precise weight (ask someone for a bag of quarters) to calibrate a steelyard and after that you can go on with some hub and arm (e.g. long wrench) and adapter to joint that wrench with torque wrench. Don't forget about that arm's weight (actually, it's not that full weight, but I bet you know what I mean) that you should add to the mass you load that arm with.
