signal, and you will get lots of false positives from any electrical device in the room, some of which may have a bug in! I bought a similar unit, and it does work, but only within those parameters. A self-contained recording device that does not transmit anything will not be picked up, but most 'bugs' do seem to transmit, so probably ok there. It will tell you that the picture frame he gave you for xmas has a transmitter/camera inside. It won't tell you that the lighter he 'accidentally' left on your desk is a stand-alone camera/dvr that will be recording for the next 3 hours.
Legalities? no idea, ask a lawyer. Long and short, if you don't wish to be quoted, don't say it! Good luck
