Our 2001 had some rust right at the same spot. The little seam between the rear door & the rear wheel arch. The seam is underneath the black trim strip.
I picked at it & used rust-converter a few times, finishing with touch-up paint. But it came back until a good body shop cut it out & repaired it with a different configuration of that seam. He said that seam provides a place for water to hang out. Not rainwater, but the water comes from condensation inside the panel with changes in temperature & humidity.
