Ink jet is better for photos, especially ones you plan to keep (archival quality), because the inks (at least pigmented ones) are engineered and tested to last a long time--like 100 years. Only high-end commercial laser printers deliver photographic quality images that are archival grade.
At home, laser is cheaper per print, especially black-only. And if you don't print much laser is far better because there's no ink to dry up and print heads to clog.
I have both, but I also have a home office so print more and need more capabilities than the average home user.
For inkjet, the best deal is Kodak. Their color ink cartridges are about $15-20 and black is $10. HP is a huge rip-off for ink (it's where a big percentage of their profits come from). Great ink, but still over-priced.
Epson is also better than HP (uses a different printhead technology), but the ink is still more costly than Kodak.
But BOTH ink and toner cost too much, IMHO.
