One of the best programs in the US is Street Survival, jointly operated by Tire Rack and BMWCCA. It's only one day, but teaches emergency braking and lane changing and skid control. It costs under $100, uses whatever car the kid normally drives, and is a good basic program that teaches some basics of car control.
It's modeled after the BMWCCA Advanced Driving Skills school and uses wetted-down parking lots. Speeds are up to about 40 mph or so. I helped out at one last year and the kids I talked with really enjoyed it and said they got a lot out of it. IMHO something like Street Survival should be part of all driver's ed programs.
The MB program sounds great and provides a lot more seat time, and that's important stuff. But the cost would seem a challenge.
States vary a lot in requirements. Here in NH the rule is 10 hours driver ed with a driver's ed instructor, some observation hours, plus something like 30-40 hours with parents/guardians. Those hours could easily be fudged, but at least there's a requirement for seat time for ordinary driving.
