If someone is "German" or "American" is determined by a piece of government paper instead of a multitude of social network and exchanges that the person has entered into with others on mutually willing basis, it's a trivial task for the same government to make any "German" un-German (e.g. German Jews) or any "American" un-American (e.g. Americans sent to Japanese American internment camps), including you and me.
It was "illegal" for slaves to run away or to help run-away slaves to freedom. It was "illegal" to help Jews escape occupied Europe. It is illegal to move goods across state borders, whether by driving or by mail order, without paying sales/excise tax in many states. Heck, it is "illegal" to take warning labels off pillows and sun visor. Many man-made rules (as opposed to natural Laws) are simply results of political influence pedaling, and mostly counter-productive.
It is important to understand that "Wealth" and "Resources" are not manana rained down from the sky god called "government," but usually the result of someone else' labor. In fact, try to recall everything you have touched and used since sun rise yesterday; chances are that you have not touched a single useful thing that is not the result of someone else' labor. Division of labor through mutually willing exchanges is what creates wealth. Contrary to Malthusian distopia, new members to a society actually contributes to the standards of living in that society if they are allowed and required to find their own niche in the market economy to feed themselves. All the enforcement against natural human behavior (including migration towards where opportunity is, just like a big mortgage preventing Americans from moving to another state to seek jobs) is what gets in the way of mutually willing exchanges.
Jack booted enforcement is usually very expensive, both in financial terms and in terms of civil liberty. The desire to put the jack boot on someone else' face usually ends up as finding the jackboot on one's own neck. Such silly desire is what keep the jackboots proliferating, to the detriment of both under the jackboots and even those taking turns wearing the boots.
