it's 3-4 hours of billable labor. Never trust a dealer. Dry gas... right. All it is some alcohol, and you have methanol in the gas you buy anyway.
Have the CEL codes read and interpreted. Then you'll know more. Has the dealer done this? You could have a fuel pump issue, a wonky fuel pressure regulator, a plugged fuel filter, a bad injector, a bad ignition coil. Bad plug wires if the RAV uses wires. All will throw a CEL. Did I mention that you should never trust a dealer?
If the CEL codes point to a fuel issue other than the pump or FPR, I'd add half a tank of gas and a can of Techron, then see what's happening.
The car isn't under warranty, so get it away from the dealer. Go to an indy tech who knows his stuff.
