The octane rating methods differ between the USA and Europe so the difference isn't actually as huge as it seems. In Europe (and most other countries to my understanding) the rating method is known as Research Octane Number RON. 98 RON is probably close to 93 AKI (the US system). Here in California the highest commonly available octane is 91 which corresponds to 95 RON, which is the regular octane rating in most of Europe. Therefore, American gas typically has a lower octane rating in reality as well.
