You may somehow clear the registration hurdle by transferring ownership of the car, but I would bet that the state will still vigorously try to collect your girlfriend's fine, which will include turning it over to a collections agency, dinging her credit record and who knows what else. You may want to try to negotiate with the toll road authority and/or hire a lawyer.
When you discuss it with the toll road authority, please adopt a story that does not include "they didn't have the money to renew it one time", which makes it appear that they knew that there was no credit on the FastPass ahead of time and violated the toll regulations anyway.
