I was given access to manually update that database... I worked a lot with palm/microsoft/LG with their test devices. There was a processes that I was supposed to follow... but it was just easier, and more fun to just let them activate it and troubleshoot it. but I know that, at least when I was working there. if a tech didn't have that access, they just filled out a form submitted it, and it was processed in 48-72 hours, mostly to check for conflicts in the network. Things could have changed, its been a few years since I've worked for them.
I wouldn't doubt that sprint is as strict/more so than verizon. As verizon when I was working there was pushing for a more open platform as they prepared to roll out LTE. They saw potential in that platform for more data based devices.
I don't know how GMS networks work here, I've only had verizon, as i started working for them after coming back from living in europe, so I got a discount and they are the only service that works where I live, but in europe, the carriers don't care what phone you use, as long as a phone you bought under contract isn't used with somebody else. All the verification is handled by the SIM and not by the phone internals. so its much easier to use the phone on multiple networks, just switch out the sim. unless that phone is locked to a specific network. but often that's just a software flash, and it "unlocks it." I don't doubt that the carriers here are similar to that respect.
