What year and car model? You didn't mention a catalytic converter in your exhaust description. You say "Magnaflow [muffler] then a dump". Even a cut-out should go to the edge of the car in order to keep the heat and exhaust fumes out of the passenger compartment. Someone from Washington state should be able to tell you if you can pass with your proposed set-up, but in my state (Virginia), you would fail both the safety and the emissions inspections, hands down.
On the other hand, if your car is older than 25 years, it is exempt from emissions inspection, but not safety inspection in Virginia.
