Best thing to do is have a blower test done. An energy expert, often times from your local utility companies will come and check for weak spots throughout your house.
Area's I would look into are the attic, window rough openings and house sill plate.
More than likely, your wall insulation is just fine, especially with such a new house.
You can gain a little better protection if you did a blown in cellulose to fill the cavity, but spray foam really only works with open construction. (definitely the best product though).
So, for Attic, make sure you have a sufficient layer of insulation. Batt really isn't great, but you can certainly add blown in cellulose. Either way, you should have around 16" +
What often happens at windows is the insert the window, but there's a gap between the window frame and the wall opening. If that isn't insulated, you will get drafts.
Best product for this is spray foam. You can pop your interior trim off and fill those gaps with canned spray foam "Great Stuff."
Check in your basement if there is insulation at the top of your foundation wall. This is a huge culprit where insulation might be missing.
If nothing is there, either use a rigid foam, spray foam or if doing this yourself, just stuff batt insulation in that cavity.
House insulation priorities are always top and bottom. Provided you don't have gapping holes, your walls should be okay.
