The idea is that the mass of the other car provides some protection. So with no cars behind you yet, you have 3 car lengths... 1 car comes up, you roll to 2 lengths even if they go right on your bumper, you've got 2 lengths to accelerate and brake timed for when they get hit. Car number 2 rolls up behind and there's enough mass between you and a collision that as long as you've got 1 length in front, it would take a pretty massive hit from behind for it to do any more than damage your bumper, let alone hit the guy in front of you, even if the cars were pretty close together... In lots of traffic it simply amounts to more rolling and slowing down the rate that everyone stops... kind of annoying with a stick but the safest practice... I probably adjust it a bit depending on the speed of the road - I leave a bigger gap approaching a freeway traffic jam vs a city stop light... I think I also subconsciously leave a bigger gap if the guy behind me has been jerky/not paying attention.
The 3 car lengths thing seems odd to people who never heard that before, thinking you'd annoy people etc, but there's nobody behind you to annoy at 3 lengths... lots of people do it around here (but more don't) - you can tell who took a similar driving course!
