No haggle pricing is a nice idea - that everyone gets the same deal on a car and that one's ability to bicker with the sales staff does not matter... I think it makes a lot of sense for buyers of a brand new product if all dealers have to do the same thing and are not allowed to have (non-factory authorized) sales... but used cars have flaws and each one is different. So unless the dealer prices them for easy sale, it's not so much haggling as people paying what the market will bear (which many would argue is true wrt haggling over new cars as well)... pointing out the valuation of repairs needed is a start. Beyond that, if a nice car is priced above market, simply pointing out examples in the market should sway them. and if they don't sway, shop elsewhere. if there are no other good options, well, then they can ask what they want! supply and demand. you decide if you buy. they decide if they sell. Do you know how long the car has sat on the lot? that can be a determining factor. knowledge is power here...
I agree with norm, buy a vert in fall or winter!
