This doesn't directly answer your question but, if your brother has such a small amount to move that it would fit inside a cargo van, he should get rid of most of it in California and then replace it in Mass.
In other words, stuff like boxes of dishes, pots and pans, etc. can be had cheap anywhere you move. Lamps and similar? Cheap. Stereos? Dump the huge speakers anyway. Fridges and other appliances? Not worth the trouble to move that far. A queen size mattress and box spring? Under $500 at Costco. Just have him keep the irreplaceable and sentimental stuff, the important papers, and dump the rest.
FWIW, I moved my wife's NYC apartment to California in 2000 and UPS did most of the heavy lifting for the household items she couldn't part with. When we opened the boxes, much of her reaction was, 'Why did I keep this?'
Also, I remember moving my 'stuff' from California to Mass in the early-80s. I was ultimately moving to West Berlin and needed to leave my 'stuff' at my parent's house. Everything I really needed fit into my VW Rabbit and, when I got to Boston, I realized I took a weight set and a 10-speed bike with me in my car and both were probably worth a grand total of $50. Nuts! It can be done.
If all else fails, contact a moving company, explain the situation, and tell them you have a small load and it's not critical it gets cross-country on a defined schedule. They'll jam it into another truck already going cross-country and it'll be much less than doing it yourself.
