The damper manufacturer's specs are general guidelines, given that they don't know the exact application. The specific application spec, in this case the Saab spec, supersedes that. I don't think you need to keep the spring compressed, but I think you do want to torque the nut against the top plate. Hold the shaft in place using the internal hex, and torque the nut. You will find that friction takes over and the force exerted on the head of the shaft is minimal.
