If you read the article, it said that this car was being used to test the restart of the assembly line which had been sitting dormant since Saab's bankruptcy. The line was initially configured for the the last 9-3 model and they are updating it for the new model. It also says this is not using the new body panels that will be part of the exterior facelift, but it is for testing a lot of the new internals that are from new suppliers because NEVS had to rebuild the whole supply chain. So, it said nothing about that they have not picked an engine and drive train yet. They are just choosing not to say what all is in the new model yet. This is essentially one of several "test mules". Why is that scary? That seems like the normal set of steps to work through when developing a new model with many new sourced parts.
While I think NEVS should be a little more forthcoming with news, they have chosen to take a very different approach than the Saab-Spyker years when Victor Muller chose to give lots of details ahead of time. It is just a different approach and I think they are being tight-lipped because they cannot afford during this restart to have any announcements or promises that are not kept. They are trying to build credibility again so they choose not to say anything until each step is done.
But yes, I agree with you, it may be a long time until we see new NEVS Saab cars in North America.
