I didn't realize that part of the government money didn't have to be repaid and now GM has a substantial cash stockpile. - $ 26.8 B . And the taxpaper has to eat a $10B loss. In the article below it cites that the US gov holding the stock was hurting GM sales in particular truck sales as these buyers don't approve of the bailout - this suggests they look favorably on the US taxpayer taking a $10 loss ? Makes perfect sense.
