Repairing an old 9-5 with a new genuine bumper is a stupid idea from the economic point if view. Yes, life is not fair - and even if the accident was not your fault you may be at a loss. At least it is not as bad as when you have a brand new car and it gets hit and requires major bodywork - and insurance pays for repairing it rather than rather than totaling while you take a major hit in resale value. Or when the insurance pays minimal $$$ for totaling your car that you owned from new for 10+ years, well cared for and know its full history - just because this is what the other same vintage/mileage cars sell for.

There are certain rules and expectations how repairs are done/paid after the accidents. Sometimes you win, sometimes you lose - but the rules are fair on average.

Anyway, the best approach for you is to find the same year/color bumper at a junk yard and had it installed. The insurance company will gladly pay for it and you get a quality part and the color will match perfectly. The bodyshop will be reluctant to do it because there will be very little $$$ for them in this work - so you may need to locate the part yourself. Just use car-parts.com to locate the bumper that you need and request very good pictures of it to insure there will not be any major cracks or scratches.
