You use the cold water pipe to return to the water heater. The pump is (typically) installed at the farthest point from the heater, in a line tapped into the hot and cold water piping at that point.
If the rest of the house comes off that main line, all is good. I would think that most homes branch out more from the water heater, so many of the hot water lines wouldn't benefit.
I would think a good control strategy would be to interlock the pump with the light switch in that bathroom. That's assuming that entering the room you can wait 20 seconds for hot water. If you really want to save energy and the room has good natural light (so you don't need room lights), you'd need another switch, preferably timed.
If one pump can help the whole house, thus control not tied to one room, in addition to a timer for the pump Justin mentioned, you can have an aquastat strapped on to the pipe, so when the hot water line is up to temp, the pump shuts off. The aquastat is wired in series with the timer. Aquastats by themselves have been the only control for decades in commercial buildings with dedicated return lines. Most new commercial building energy codes require a occupied timer, so we often do both.
