Sounds like you were hit by someone driving a Sixt rental car?
How much more do you feel the car is worth? If it is only a few hundred dollars, be sure to remind the insurance company that to "make you whole" they need to cover sales tax (9.25% here) and registration fees (title transfer, license, etc.) which will total at least $500. This is the law in Illinois, not sure if this is a legal requirement in Florida, but certainly part of reimbursing you for your loss. It also seems that their buyout price is a bit high, should be maximum 10% of the payout, but this might be the current market price.
Part of the delay tactic is to get you to cave in, get frustrated, and accept their offer. A damaged car may be accumulating high storage fees wherever it is parked and someone (you, if you buy it back) will have to pay for these. Also, they are assuming that you would like the $3600 to put towards a replacement car right now - after all, you are driving an old, cheap car so you must be hurting for money (not my assumption, as I drive a 20 year old 9000).
If you have collision insurance on your car, see what your insurer will do for you. I had a similar episode when my car was hit, tried to settle with the other (100% at fault) driver's insurance company and eventually got frustrated enough to call my insurer, who paid me about double what was offered. Note that if you don't have collision insurance, this will not apply.
