In the late 1970's, the retail price for Mercedes (all models, AFAIK) in Central America was half of what it was in North America. The dollar was devaluing against the Mark, and Mercedes claimed that it didn't want current Mercedes owners to find their cars devalued, with a new Mercedes costing less than a used one. That's what they said, anyway.
If you were to import a Mercedes from Central America, then it had to pass a customs inspection. There were certain features (e.g., seat belt warning) that had to be present but weren't on the Central American cars. I worked on one such car. The owner took European delivery, drove it around in Europe for a couple of weeks, then had it shipped to a US port, where it was declared to customs. Customs gave a certain amount of time for the fixes, then a re-inspection, which was passed.
They may have tightened up the restrictions since then.
