Does it just ring in perpetuity, disconnect, or do you get a message? I think no matter what it's the local carrier's problem not properly connecting the call, but there are going to be some variables... maybe the local carrier can't place LD calls for some reason, maybe your LD plan is not properly tied to your number, or maybe something else. Since LCR problems generally result from an unreliable connection from the outside world to the LEC it seems an unlikely source. However, if the number you're calling is ALSO rural and a victim of LCR you could get a different result calling from your cell (rich telco with money to burn) and your landline (poor rural telco). Maybe it's not your problem, but rather the other end's?
